DUE TO THE CONSTRAINTS OF COVID-19, THE 2020 LEGISLATIVE SESSION WAS LIMITED IN SCOPE. DESPITE THESE HURDLES, FUNDS FOR 2021 WERE SECURED AT THE STATE LEVEL FOR TWO AIR DISTRICT PROGRAMS.

  • $50 million was allocated from the Air Pollution Control Fund for statewide AB 617 implementation — equal to last year’s allocation. The Air District is expecting to receive $9 million of this funding.
  • $5 million was allocated statewide for the first year of the AB 836 Clean Air Center Program. The Air District is expecting to receive approximately $3 million of these funds.

NEITHER OF THE AIR DISTRICT-SPONSORED BILLS WERE PASSED, BUT BOTH WILL BE REINTRODUCED IN 2021:

  • AB 2882 (Chu) – Requires private schools and some charter schools to adhere to public school notification requirements during the CEQA process prior to new construction.
  • AB 3211 (Bauer-Kahan) – Adds toxic air contaminants to pollutants eligible for local air district regulation under “indirect source rules.”
