Five-year Strategic Plan

ThisyearwecontinuedtostrengthenourpartnershipswithoverburdenedcommunitiesthroughouttheBayAreathroughourCommunityHealthProtectionProgramandCommunityAdvisoryCouncil.WeissuedunprecedentedpenaltiesagainstBayArearefineriesandestablishedtheCommunityInvestmentsOfficewhichwilldirectmostofthesefundstowardairqualityimprovementsinlocalcommunitiesimpactedbyairqualityviolations.

Wealsofinalizedandlaunchedourfive-yearStrategicPlanwhichiscenteredonfourprimarygoals:achievingimpact,advancingenvironmentaljustice,fosteringcohesionandinclusion,andmaintaininganeffective,accountable,andcustomer-orientedorganization.Theplan'sgoalsaredesignedtomoveusclosertoourlong-termmission,andnear-termvision,oforganizationaltransformation.Theyaregroundedinourcorevalues:environmentaljustice,equity,integrity,partnership,transparency,andtrust.Theplanwasdevelopedthroughacollaborativeprocesswithcommunityleaders,staff,theBoardofDirectors,CommunityAdvisoryCouncilmembers,representativesfromregulatedindustries,andourgovernmentpartners.

Driving Emissions Reductions and Advancing Environmental Justice

Throughstateregulationsandourincentiveprograms,weachieveda31%reductionindieselparticulatematteremissionsinWestOaklandoverfiveyearsandlaunchedtoolstoenhancepublicaccesstoairqualitydataandimproveenvironmentaljusticethroughboldinitiativesandpartnerships.

Strengthening Enforcement, Transparency, and Community Partnerships for Clean Air

Thestrategiesintheplan,aswellasourpreviousefforts,areyieldingtangibleresults.Forexample,oursponsorshipofAB1465,passedbythestatelegislatureandsignedbythegovernorinSeptember,willstrengthenourenforcementmechanismsbyallowingustotriplethemaximumpenaltiesonTitleVfacilities,signalinganeweraofaccountabilityforpolluters.

Toimprovetransparencywiththecommunitiesweserve,welaunchedanonlinetoolnotifyingthepublicofairqualityincidents,aswellasanonlinemappingtoolthatprovidesdataontoxicemissions,enhancingtheabilityofthepublictoaccessinformationandadvocateforcleanerair.Andthroughstate-wideregulationsonheavy-dutyvehiclesandworkwithcommunitypartnerstoprioritizeincentives,weachieveda31percentreductionindieselparticulatematteremissionsinWestOaklandinjustafive-yearperiod.

OurDiversity,EquityandInclusionOfficeisworkingtoalignitsworkwiththeStrategicPlanthroughnewandexpandedinitiatives.Tofurtherourfocusonoverburdenedcommunities,welaunchedanEnvironmentalJusticeLawFellowshipProgramtobringnewattorneysintoouragencytofurtherourenvironmentaljusticework.Lookingforward,wewillcontinueourgroundbreakingemissionreductionandclimateprotectionwork,expandingourpartnershipswiththemostimpactedcommunitiestoprovidecleanairforall.
